Budget Plan Has 2 Ballot Questions

Arizona legislatures are convening to consider a Republican budget-balancing plan that House Speaker Kirk Adams says would put two questions on a Nov. 3 special election ballot.

One question would combine a modified version of Gov. Jan Brewer's three-year sales tax increase and a spending cap of the same duration, Adams said.

Adams said a second question would relax voter-approved spending mandates, also for three years, to give legislators leeway on balancing the budget.

Both chambers are convening Wednesday afternoon and the House has already scheduled an afternoon committee hearing on a 10-bill package.

The state faces a $3.4 billion shortfall on spending of $10.7 billion after Brewer's and lawmakers' restoration of school funding.
